The PJD MPs, along with several other members of parliament have decided to demand the president of the government to apologize to the legislative house. The request came as a reaction to what they described as ?the insult,? following the beating of Abdessamad El Idrissi, a PJD MP, by security forces in front of the parliament.

Last Thursday, the MP was subjected to a beating after the heavy-handed intervention of security forces to disperse unemployed protestors who were demanding their integration into government jobs, according to news reports.

Mr. El Idrissi held the Pasha of Rabat responsible for what happened and explained that though he showed documents which proved his identity as an MP, he was beaten and insulted in the presence of the Pasha.

The MPs of the Authenticity and Modernity Party (PAM) are also reported to have called for a meeting, demanding the attendance of the minister of interior, the minister of justice and the general director of national security.

On the other hand, the daily Akhbar Alyawm reported that King Mohamed VI phoned President Benkirane and expressed his discontent with the way the MP was treated and called for the enforcement of the law.

By comparing reconstructions of atmospheric CO2 concentrations and sea level over the past 40 million years, researchers based at the National Oceanography Centre, Southampton have found that greenhouse gas concentrations similar to the present (almost 400 parts per million) were systematically associated with sea levels at least nine metres above current levels.

The study determined the 'natural equilibrium' sea level for CO2 concentrations ranging between ice-age values of 180 parts per million and ice-free values of more than 1,000 parts per million.

It takes many centuries for such an equilibrium to be reached, therefore whilst the study does not predict any sea level value for the coming century, it does illustrate what sea level might be expected if climate were stabilized at a certain CO2 level for several centuries.

Lead author Dr Gavin Foster, from Ocean and Earth Science at the University of Southampton which is based at the centre, said, "A specific case of interest is one in which CO2 levels are kept at 400 to 450 parts per million, because that is the requirement for the often mentioned target of a maximum of two degrees global warming."

The researchers compiled more than two thousand pairs of CO2 and sea level data points, spanning critical periods within the last 40 million years. Some of these had climates warmer than present, some similar, and some colder. They also included periods during which global temperatures were increasing, as well as periods during which temperatures were decreasing.

"This way, we cover a wide variety of climate states, which puts us in the best position to detect systematic relationships and to have the potential for looking at future climate developments," said co-author Professor Eelco Rohling, also from Ocean and Earth Science at the University of Southampton.

The researchers found that the natural relationship displays a strong rise in sea level for CO2 increase from 180 to 400 parts per million, peaking at CO2 levels close to present-day values, with sea level at 24 +7/-15 metres above the present, at 68 per cent confidence limits.

"This strong relationship reflects the climatic sensitivity of the great ice sheets of the ice ages," said Dr Foster. "It continues above the present level because of the apparently similar sensitivity of the Greenland and West Antarctic ice sheets, plus possibly some coastal parts of East Antarctica."

According to the study, sea level stays more or less constant for CO2 changes between 400 and 650 parts per million and it is only for CO2 levels above 650 parts per million that the researchers again saw a strong sea level response for a given CO2 change.

"This trend reflects the behaviour of the large East Antarctic ice sheet in response to climate changes at these very high CO2 levels. An ice-free planet, with sea level 65 metres above the present, occurred in the past when CO2 levels were around 1200 parts per million."

Professor Rohling said, "Sea level rises to these high values will take many centuries, or even millennia, but the implications from the geological record are clear for a future climate with maximum warming of about two degrees Centigrade, that is with CO2 stabilized at 400 to 450 parts per million, sea level is set to steadily rise for many centuries, towards its natural equilibrium position at around 24 +7/-15 metres, at 68 per cent confidence. In Intergovernmental Panel on Climate Change terms, this is a likely rise of at least nine metres above the present. Previous research indicates that such rises above present sea level may occur at rates of roughly one metre per century."

Based on these results, which document how the Earth system has operated in the past, future stabilization of CO2 at 400-450 parts per million is unlikely to be sufficient to avoid a significant steady long-term sea level rise.

Secure communication technology can conquer lack of trust

Jan. 2, 2013 ? Many scenarios in business and communication require that two parties share information without either being sure if they can trust the other. Examples include secure auctions and identification at ATM machines. Exploiting the strange properties of the quantum world could be the answer to dealing with such distrust: researchers at the Centre for Quantum Technologies (CQT) at the National University of Singapore have used the quantum properties of light to perform the world's first demonstration of a 'secure bit commitment' technology.

The work is described in Nature Communications.

Secure bit commitment is equivalent to making a sealed bid in an auction. One party, usually known as Alice, 'commits' some information (a bit) to another party, usually known as Bob, with Alice later choosing when to reveal that bit. A bit commitment protocol is secure if Bob can't learn anything about the bit until Alice reveals it, and if Alice can't change the bit between committing and revealing it.

Compare this with a sealed-bid auction: the bidder must commit to an amount they will pay, and they should remain the only one who knows what the amount is until all the bids are revealed. This is desirable, because a dishonest auctioneer or anyone who accessed the information early could influence the bidding. At the same time, we want to make sure that the bidder cannot change the bid depending on any news he receives later on. This means that we cannot simply solve the problem by allowing the bidder to keep hold of their bid, because they might be dishonest and change the amount.

Traditional solutions to this problem -- think sealed envelopes or data held by a third party -- always depend on trust. Indeed, it has been proven that with classical information alone there is no solution that can totally protect the bidder and the bid receiver from unscrupulous behaviour.

In the demonstration, Alice communicates with Bob using photons, the particles of light. Alice creates pairs of photons that have the quantum property of being entangled, meaning that the photons' properties are connected even when they are separated. Alice splits each pair, keeping one photon and sending its entangled partner to Bob.

Alice encodes her 'bid' in her photons in such a way that Bob can only access the bid when Alice gives him instructions to decode his photons. But Bob can learn enough from his photons beforehand to know whether Alice is trying to cheat when she sends the instructions, say by using a different decoding. This way, both parties are protected from dishonesty.

The experiments were led by two Principal Investigators at CQT: Stephanie Wehner, who had earlier proposed a key theoretical requirement for secure bit commitment, and Christian Kurtsiefer, whose experimental group has expertise in creating entangled photons pair.

Wehner's idea was that secure bit commitment is possible with just one realistic, physical assumption: that anyone trying to cheat has limited ability to store quantum photons. (The quantum entanglement isn't enough on its own.) She proposed and developed this idea of 'noisy storage' in earlier papers.

"I wanted to demonstrate that secure bit commitment with the noisy storage model can work in the real world," says Wehner. With the experimental support from Kurtsiefer's group, it did. The team's Alice and Bob used 250,000 pairs of entangled photons to commit a bit secure against a memory of 972 quantum bits suffering a certain noise. Quantum memories aren't even that big today, but if they got better, security could be restored by increasing the number of photons. The demonstration is a proof-of-principle that points towards a possible quantum technology for secure communication in our future.

richpeoplesuckI love talking about taxes. Our President and both houses of Congress have finally all agreed on a deal on this whole fiscal cliff mess. I’ve been holding my breath on this because I thought for sure that I’d be paying a lot more in taxes this year. But I dodged the bullet. All venture capitalists did, actually. Nothing the government agreed to in the last few days actually affects the asset wealthy in this country. If you’re a Hollywood agent barely getting by with a million dollar a year salary and two ex spouses, your life sucks right now. You’re going to have barely any money left over at the end of each month for cocaine with the tax increase. Small business owners will also take a hit because their business profits are considered income in most cases Luckily I’m not in any of the groups who are being affected much. I have some money in the bank from selling TechCrunch a couple of years ago, which of course isn’t taxed on an ongoing basis. So I’m good there. And even better, there hasn’t been a word mentioned about the carried interest loophole. Most of the money I make now comes from investments from CrunchFund. And the vast majority of that is what’s called carried interest. Even though I’m investing other people’s money, the government calls it a capital gain. So instead of paying 39.6 percent on that money (I won’t call it income), I pay only 15 percent (or maybe 20 percent under the new rules – it isn’t clear to me). In other words, income is a sucker’s game. Carried interest rocks. Everyone wants the rich to pay more in taxes. They’re thinking about Mitt Romney and Warren Buffet when they say “rich people.” But really rich people like that are totally protected. Their accumulated wealth can only be touched by inflation. And if they’re in the hedge fund game, most of their “income” is taxed at just 15 percent. Which is why Warren Buffet can pay a lower tax rate than his secretary. And why, even after calling for tax increases for the rich, he’ll still be paying a lower tax rate than his secretary. New Year?s eve is more low key this year for many in Pakistan.

In a place where millions use small motorbikes for transportation, the country has banned carrying passengers, riding without a muffler, and popping wheelies.

But those are just the prohibitions for tonight. The Pakistani government has gone ?ban-crazy? recently, in the name of national security.

Especially egregious, say critics, has been the occasional ban on cell phone use, which they?ve done several times over the past year.

The first time the government imposed a cell phone ban was in March. It happened again in August.

Rehman Malik, Pakistan?s interior minister, was matter-of-fact about it when he was announcing the seventh cell phone ban of the year in November.

?I had no option,? Malik said, ?but to shut down mobile phone services in Karachi and Quetta from one o clock until late in the evening.?

That was during Muharram, a religious commemoration for Shia Muslims. In Pakistan that has become a time of violent sectarian attacks. The ban lasted during daylight hours for three days. It was imposed on more than 40 cities and towns. Malik said cell phones are an intricate part of terrorist attacks.

?One, they use them to detonate bombs? said Malik. ?Two, the terrorists communicate among themselves with them. And three, they communicate with the masterminds behind the attacks using mobile phones.?

But its not just mobile phones that are prohibited. There has also been a ban on the use of motorcycles, because terrorists have used them.

In addition, the government banned YouTube ? all of it ? for three months after the release of the ?Innocence of Muslims? video. The?anti-Islam video?sparked protests across the Muslim world, including in Pakistan.

Twitter and Facebook have also been banned at different times in previous years. And in 2011, the government attempted to ban a list of 1,700 phrases from text messages, it deemed vulgar. Phrases like ?barf face? and ?cyber slimer.?

Furhan Hussain, who works for Bytes For All, a digital- rights organization that has recently started a new campaign to challenge online censorship, said the bans are having an impact.

?You have to see that the need to communicate becomes even more stronger in a society that has faced severe dictatorships over the past few decades,? said Hussain. ?By blocking channels of communication for civilians, the democratic process becomes even more difficult to establish. In a way, its a way of sabotaging the entire system.?

Hussain said that although the right to information and expression are protected in Pakistan?s constitution, the legal language is ambiguous enough to be exploited.

Fatima had a patient who was pregnant. The patient wanted to call Fatima when she wasn?t feeling well, but couldn?t because of a cell phone ban.

?When I checked I found that the fetus had died three days earlier,? said Fatima. ?Maybe, if the phone network was working at the time then I could have sent her to the hospital and treated her, and she would have been a mother now.?

Fatima says there?s got to be a limit to what can be banned for the sake of security.

?Why don?t you just put a ban on everything?,? Fatima asked. ?Don?t allow TVs as it could be that someone uses a TV remote to detonate a bomb? Don?t allow cars to run. Shut down everything. Stop people from breathing. Are the lives of the public so cheap??
